   Costco layoffs was due to lower sales than expected. They have got to figure out how to monitor the parking by distinguishing customers & would be residents stationing autos in the parking structure, in return reducing a much lower parking fee. One way is by issuing a validating ticket that can be stamped by the department stores after a purchase.
